Chief Building Inspector

Department: Urban Development

FLSA Status: Exempt

Annual Salary : $60,862

Position Overview

Under the direct supervision of the Chief Building Official the Chief Building Inspector manages, directs and participates in the inspection of all building installations in the City of Gulfport determining if plans, workmanship, and materials conform to Federal, State and local codes and ordinances. Employees in this class responsible for ensuring established standard building and/or zoning codes and regulations are complied with.

Essential Job Functions

Essential duties and functions, pursuant to the Americans with Disabilities Act, May include the following. Other related duties may be assigned.

• Plans, assigns and evaluates the work of Building Inspectors responsible for checking plans and specifications and on site inspections in residential and commercial structures for compliance with building and zoning ordinances.

• Answers questions and supplies technical information to subordinates: periodically accompanies subordinates on inspections to advise on inspection techniques and evaluate their skills.

• Conducts field inspections in cases which involve unusual problems or disputes and during times of heavy construction demand.

• Confers with contractors, engineers, property owners and other interested parties; explains and interprets plumbing and mechanical regulations.

• Attends meetings; keeps records; prepares and reviews reports.

• Consults with plumbing, gas and electrical inspectors to coordinate and ensure consistency in the code enforcement process.

• Consults with Building Official on code enforcement process and continued ICC education and evaluation of inspections.

• Chief Inspector may also be appointed by the Building Official to act as Deputy Building Official.

Knowledge, Skills and Abilities

Must posses required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

• Extensive knowledge of the codes and regulations governing building construction, alteration and repair.

• Exten sive knowledge of general management principles.

• Extensive knowledge of building inspection practices and procedures.

• Extensive knowledge of building construction methods, practices and materials.

• Extensive knowledge of possible defects and flaws in building installations and of effective corrective measures.

• Ability to comprehend and work from plans, drawings, blueprints, and diagrams.

• Ability to establish and maintain effective working relationships with subordinate employees, contractors, architects and the public.

• Ability to prepare concise oral and written reports.

• Ability to deal with the public tactfully and courteously.

• Maintain harmonious and effective working relationships with other employees, supervisor and other departments.

• Knowledge of computer applications and word processing.

Education and Experience

High school diploma or equivalent. Associate's degree in a construction or related field, with ten (10) years' work experience , and experience in building design, with responsibility of construction or related field. Must have between three (3) to five (5) years experience in a supervisory capacity. Any combination of experience and/or education will be considered.

Required Licenses or Certificates

Must possess a valid Mississippi driver's license. Multiple certifications by SBCCI/ICC. Must be an ICC certified Code Analyst. Other combinations of experience and education which meets the minimum requirements may be substituted.

Physical requirements include occasional lifting/carrying of 50+ pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are both indoors and outdoors.
